Prosecutor General of the Russian Federation Yuri Chaika has met today in Moscow with the Council of Europe Commissioner for Human Rights Thomas Hammarberg.
While welcoming the guest, the Prosecutor General of the Russian Federation noted that the Russian Prosecution Service had been seriously reformed over the last few years in particular, in consideration of the Recommendations of the Council of Europe.
“We highly appreciate the efforts of the Council of Europe in the protection of human rights, said Yuri Chaika. Our co-operation often allows us to consider the information from a different angle and to better orientate in the nuances of implementation of high European standards in the protection of human rights including against tortures, inhuman or degrading treatment or punishment. That is why we are always open for discussion and ready for a constructive dialogue with the aim to raise, eventually, the quality of life of our people”.
The Prosecutor General of the Russian Federation discussed with his guest the issues of observance of human rights, application of inappropriate investigative techniques and inquiry, particularly, in the Chechen Republic. Thomas Hammarberg, in his turn, noted positive changes in the economic and political life of the Southern Region of Russia. In his opinion, the custodial conditions of detainees kept in pre-trial detention centers – “they became more human”, at the same time some problems connected with disappearance of people, cruel treatment of persons under investigation during interrogations, xenophobia still aroused concern.
Yuri Chaika underlined that the prosecution authorities paid special attention to the observance of human rights including in criminal proceedings and during the consideration of cases of abduction. None of the facts or reports about the use of inappropriate investigative techniques and inquiry or other violations of human rights was left without our adequate response, noted the Prosecutor General of the Russian Federation.
Moreover, the Prosecutor General of the Russian Federation touched upon the issue of international legal assistance. He underlined that at present tens of the Russian requests for legal assistance had been under consideration for a long time in several Council of Europe member states, the same situation was with the execution of requests for extradition of fugitives. Yuri Chaika noted that occasionally criminals including terrorists were granted political asylum in other countries. In the long run it resulted in violation of human rights to fair trial of a case.
