Prosecutor General of the Russian Federation Yuri Chaika has met today in Moscow with Director General of the Council of Europe Directorate General of Human Rights and Legal Affairs Philippe Boillat.
In his welcome address, Philippe Boillat noted that co-operation between the Russian Federation and the Council of Europe was fruitful. Priorities of this co-operation include strengthening of legality and rule of law, protection of human rights in particular promotion of the reform of penitentiary system.
During the meeting Yuri Chaika and Philippe Boillat discussed the role of the prosecution service in securing the legality of the selection of a measure of restraint in the form of custodial placement for a reasonable term, failure to execute judgments and application of alternative measures of punishment reducing the number of prisoners up to 30 percent.
Talking about the efficiency of work of the prosecution authorities in the protection of human rights and freedoms, Yuri Chaika noted that in 2006 the prosecution authorities restored rights and legal interests of more than 1.2 million people.
The two colleagues underlined the necessity to further strength the fight against corruption (through ratification by the Russian Federation of the Criminal Law Convention of the Council of Europe on Corruption of 25.01.1999). Yuri Chaika stated that the creation within the Russian Prosecution Service of a special division to fight against corruption would become one more step toward this fight.
Talking about the programs of co-operation between the Russian Federation and the Council of Europe in the protection and securing of human rights in the North Caucasus Region, Yuri Chaika noted that the Prosecution Service of Russia was actively initiating proceedings against persons involved in abduction of people in this region.
The two colleagues also discussed the main areas of activity and reforming of the prosecution authorities.
Philippe Boillat thanked Yuri Chaika for a constructive dialogue and spoke in favour of further development and strengthening of relations between the Prosecutor General’s Office of the Russian Federation and the Council of Europe.
Following the results of the meeting, Yuri Chaika and Philippe Boillat agreed to share information of mutual interest on co-operation in execution of international treaties on legal assistance and protection of human rights, to promote better functioning of public institutions, to ensure professional development of different professional groups in accordance with the European standards and practice.
