At the request of the Prosecutor General's Office of the Russian Federation, the competent authorities of France are extraditing Ruslan Botashev to face criminal charges under Article 205.3 of the Criminal Code of the Russian Federation (undergoing training for the purpose of carrying out terrorist activities), Part 2 of Article 205.5 of the Criminal Code of the Russian Federation (participation in the activities of an organization that is recognized as terrorist in accordance with the legislation of the Russian Federation).
According to the investigation, Botashev, intending to join the ranks of illegal armed groups, arrived at the Muaskar-Sabri militant training camp in the Syrian Arab Republic, where he underwent daily military training from early November to mid-December 2014. In January 2015, the accused voluntarily joined an illegal armed group, structurally forming part of the Islamic State terrorist organization.
Between January and March 2015, Botashev, along with other armed participants, provided security and defense for the engineering units of the Islamic State terrorist organization, which were mining underground tunnels in the Syrian city of Aleppo, and also defended the city from the government armed forces of the Syrian Arab Republic that stormed it.
Due to the fact that Botashev went into hiding, a preventive measure in the form of detention was imposed on him in absentia. On the instructions of the Prosecutor General's Office of the Russian Federation, he was put on the international wanted list in March 2016.
The extradition request was sent in connection with Botashev's detention in September 2018 on the territory of the French Republic. At the end of July 2025, the competent authorities of France reported the readiness of the French side to extradite him to the Russian Federation.
Accompanied by officers of the Federal Penitentiary Service of Russia and the National Central Bureau of Interpol of the Ministry of Internal Affairs of Russia, Botashev will be delivered in transit through Turkey to Moscow.
