On February 5, 2009, upon request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of Venezuela deported Russian citizen Alexander Belousov for criminal prosecution.
This is the first positive result of co-operation with the authorities of Venezuela in transfer of fugitives wanted by the Russian law-enforcement authorities for criminal prosecution.
The investigative authorities charged A.Belousov with the commission of crimes under Article 78, part 2 (smuggling of narcotic drugs committed by an organized group), Article 15 and Article 78, part 2 (attempted smuggling of narcotic drugs committed by an organized group), Article 224, part 2 (illegal acquisition, storage and transportation of narcotic drugs for the purposes of sale committed under a previous conspiracy by a group of persons on a large scale) of the Criminal Code of the Russian Soviet Federal Socialistic Republic.
The criminal case against A.Belousov is under investigation by the Investigative Committee under the Ministry of the Interior of the Russian Federation.
The investigation established that during 1994-1996, A.Belousov as a member of the organized criminal group purchased large consignment of cocaine in Venezuela, which he then smuggled to Russia and Germany using drug couriers.
During a long period of search by the Interpol channels, A.Belousov was detained in Venezuela on December 6, 2008.
On December 26, 2008, the Prosecutor General’s Office of the Russian Federation sent a request for extradition of A.Belousov to the competent authorities of the Bolivarian Republic of Venezuela, but due to the absence of a Treaty on Extradition between these two countries, the positive resolution of that situation was obstructed.
Therefore, the authorities of Venezuela, on agreement with the Russian authorities, decided to deport the detained Russian citizen.
Today A.Belousov has been deported to Moscow for criminal prosecution.
