On March 27, 2009, upon request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of Germany extradite Russian citizen Sheen Melis Bo-Kenovich to Russia to conduct relevant investigative actions.
The investigative authorities charged him with crimes under Article 188, part 4 (smuggling under aggravating circumstances), Article 228-1, part 3, paras. “a”, “d” (illegal transportation of narcotic drugs by an organized group on especially large scale), Article 30, part 1, Article 228-1, part 3, paras. “a”, “d” (preparation for illegal sale of narcotic drugs by an organized group on especially large scale) of the Criminal Code of the Russian Federation.
The criminal case against Sheen Melis Bo-Khenovich is under investigation by the Investigative Committee under the Ministry of the Interior of the Russian Federation.
The investigative authorities revealed that in 2004 Sheen, as a member of the organized criminal group, illegally obtained narcotic drugs in Kazakhstan, their contained about 26 kg of pure heroin and about 670 kg of raw opium (equal to over 475 kg of dry opium). In May 2004, the members of the criminal group prepared a hiding place in the “KAMAZ” truck in order to transport drugs. They put 10.5 ton of fresh cabbage in it, which was especially bought on a detour road of the Shymkent town of the Republic of Kazakhstan to put a varnish of legality on the trip to Russia and to conceal smuggling of drugs. The cargo was transported to the Samara Region.
When driving through the territory of the Republic of Bashkortostan, the driver of the truck lost control and the truck turned over. During the inspection of the accident scene, police officers found and seized drugs.
When Sheen was placed on international wanted list in February 2006 it was clear that the person had been arrested by the German law-enforcement authorities since June 2005 for the crimes committed in Germany. At the same time, the Prosecutor General’s Office of the Russian Federation forwarded a request for his extradition to the competent authorities of Germany for criminal prosecution.
The German authorities agreed to extradite Sheen to Russia but his surrender was postponed until the investigation carried out by the German colleagues was completed.
In August 2007, the District Court of Koblenz (Germany) sentenced Sheen to 10 years in prison for the crimes involving drug smuggling. In December 2008, once the verdict entered into legal force, the Prosecutor General’s Office of the Russian Federation applied to the German authorities for extradition of Sheen for a period required to carry out relevant investigative actions, in compliance with the European Convention on Extradition dd. 13.12.1957.
In March 2009, the request for his extradition for a set period of time was satisfied.
Today Sheen has been extradited to Russia under the escort of the Russian Interpol Bureau and the Federal Penitentiary Service officers.

Extradition of Russian Citizen Sheen Melis Bo-Khenovich, Charged with Drug Smuggling as a Member of an Organized Group, from Germany to Russia
