Today, on the requests of the General Prosecutor's office of the Russian Federation, the competent authorities of the Kingdom of Thailand are transferring to Russia the citizens of the Russian Federation Valery Bovsun and Andrei Ustinov.
By the investigation bodies they are accused of committing crimes foreseen by part 4 of article 188 (smuggling, that is transferring of the goods and other items across the customs border of the Russian Federation combined with escaping from declaring or inaccurate declaration of goods in a large scale), part 3 of article 174.1 (legalization, i.e. financial operations and other transactions with properties purchased by a person in the result of his crimes, in order to make a legitimate type of ownership, usage and disposal of the mentioned property, committed by an organized group in a large scale) of the Criminal code of the Russian Federation.
The investigation of the criminal case is in the execution stage of the Investigative Department of the Ministry of Internal Affairs of Russia.
It is determined that from 2006 to 2009 Bovsun and Ustinov illegally transported across the customs border of Russia more than 300 railcars with consumer goods from China the total market value of which is more than US $ 70 million. Then, having legalized the mentioned monetary means, Bovsun and Ustinov purchased real estate on the territory of Thailand where they lived.
In connection with the fact that Bovsun and Ustinov disappeared from the bodies of preliminary investigation, in 2009 they were declared in the Federal search and in the same year they were placed into the international wanted list.
In July 2011 the General Prosecutor's office of the Russian Federation, upon the receipt of information about determination of the specified persons in the territory of Thailand, sent requests about their transfer to the Russian law-and-order bodies. As an outcome of negotiations with participation of a representative of the General Prosecutor's office of Russia Thai authorities took the decision to arrest and promptly transfer Ustinov and Bovsun to the Russian side.
Today, accompanied by the employees of the FSIN (Federal Service of Execution of Punishment) of Russia and the Russian Bureau of Interpol, Bovsun and Ustinov are handed over to the Russia side.
Moreover, on 23rd of July of this year a citizen of the Russian Federation Andrey Kozlov was handed over to the Russian authorities, he was convicted in January 2011 by Kovrov town court of Vladimir region for committing a crime foreseen by part 3 of article 30 paragraph "d" and part 3 of article 228.1 (encroachment upon illegal sale of drugs in especially large scale) of the Criminal code of the Russian Federation and sentenced to 5 years of imprisonment with serving of the punishment in a colony of strict regime.
It is determined that in October 2009 in the town of Kovrov of Vladimir region, Kozlov illegally tried to sell out the drug substance marijuana with total weight of 102.64 grams.
Since Kozlov disappeared from the investigative bodies in 2010 he was declared in the Federal search and then he was placed into the international wanted list.
In 2011 Kozlov was defined in the territory of Thailand.
In July 2011 the General Prosecutor's office of the Russian Federation forwarded to the competent authorities of Thailand a request for transferring of Kozlov to the Russian side.
On July 23, 2011 Kozlov, accompanied by the employees of the FSIN (Federal Service of Execution of Punishment) of Russia and the Russian Bureau of Interpol, delivered to Moscow and transferred for serving his punishment in a correctional colony of strict regime.
The transfer of the mentioned persons from Thailand to Russia is the first case within the period of more than seven years.

About transferring of citizens of the Russian Federation Valery Bovsun, Andrei Ustinov and Andrey Kozlov to the Russian law-and-order bodies from Thailand
