We bring to your attention the publication “The Activity of the Prosecution Service outside the Criminal Law Field”, issued specially for the 18th IAP Annual Conference and General Meeting

On the eve of the 18th IAP Annual Conference and General Meeting to be held in Moscow from 8 to 12 September 2013 the Prosecutor General’s Office of the Russian Federation presents a study “The Activity of the Prosecution Service outside the Criminal Law Field” in English and in Russian” issued in English and in Russian.

This publication will allow the conference participants to get to know the Russian model of prosecutorial supervision aimed at ensuring complex protection of the rights and legal interests of unlimited number of people and the interests of society and state.

In preparation of this study the materials were used which had been obtained when drafting Recommendation CM/Rec(2012)11 of the Committee of Ministers to member States on “The Role of Prosecutors outside the Criminal Justice System” adopted on 19 September 2012 by the Committee of Ministers of the Council of Europe.

Given the international obligations of Russia the traditional and new lines of activities of the prosecution service outside the criminal law field were analyzed, including the protection by the prosecutor of the rights and freedoms of man and citizen, interests of society and state, prosecutorial supervision in the economic sphere, specifically, with a view to protecting the rights of entrepreneurs, supervision over compliance with the environmental safety laws and other.

This edition is intended for the prosecutors of prosecution services of all states, law enforcement bodies, researchers, teachers, students, representatives of public associations.

The study was prepared by a group of authors composed of A.Palamarchuk – Head of the General Department for Supervision over Compliance with the Federal Legislation of the Prosecutor General’s Office of the Russian Federation, V.Zimin – First Deputy Head of the General Department of International Legal Cooperation of the Prosecutor General’s Office of the Russian Federation, R.Sechenova – Senior Prosecutor of the Division of the General Department for Supervision over Compliance with the Federal Legislation of the Prosecutor General’s Office of the Russian Federation.
