Today on the 12th of November 2013, a meeting took place in the Prosecutor General's Office of the Russian Federation at the request of the International Affairs Committee of the State Duma of the Federal Assembly of the Russian Federation between the Deputy Attorney General of the Russian Federation Vladimir Malinovsky and the lead speaker of the Committee on Legal Affairs and Human Rights of PACE Pedro Agramunt.
The lead speaker is now on the territory of the Russian Federation with intent to discuss issues, connected with the preparation of "Improper use of pre-trial detention in custody practice in state-members of European Human Rights Convention" report.
The Secretary of the Committee on Legal Affairs and Human Rights of PACE establishment Alin Usanase, the chief of the Main Department in investigation supervision Valery Maximenko and chiefs of other Prosecutor General's Office of the Russian Federation departments also took part in the meeting.
When greeting guests, Vladimir Malinovsky mentioned that the cooperation with Council of Europe in all aspects of observance of human rights in criminal procedure problematics is one of the priority directions of international legal activity of the Prosecutor General's Office of the Russian Federation and it is aimed to further development.
Deputy Attorney General of the Russian Federation informed Pedro Argamunt about the effective legislation in our country, the arising situation in Russia, connected with detention of suspect practice and the choice of measure of restraint in terms of taking into custody, and also about the measures assumed by procuracy authorities, aimed to assurance of rights of the people taken into custody.
In particular he reported about the restrictions initiated by the state and related to measure of restraint application in terms of taking into custody, including commercial entities, which have contributed over recent years to the reduction of number of the arrested ones and to the improvement of the situation in this area in whole.
The participants of the meeting expressed mutual opinion that it was a useful and constructive dialogue.
Besides the Prosecutor General's Office of the Russian Federation the lead speaker of the Committee on Legal Affairs and Human Rights of PACE Pedro Agramunt will in the course of his visit attend Ministry of Justice of the Russian Federation, Federal Service for the Execution of Sanctions of the Russian Federation, Ministry of Internal Affairs of the Russian federation, Investigation Committee of the Russian Federation and also a number of detention facilities.
