Today, December 19, 2013, for the purposes of implementation of the Cooperation Program between the Prosecutor General's Office of the Russian Federation and the Prosecutor General's Office of the Republic of South Ossetia for 2012-2013, which had been signed in November this year in Moscow, there was held the first seminar, at which matters, relating to place, role, competence and structure of prosecutor's offices of the two countries were discussed.
Issues of prosecutor's powers while exercising oversight over preliminary inquiry, oversight over investigation and operational investigations, as well as issue of prosecutor's role at court stages of criminal proceeding were of special interest. Powers and work organization of prosecution authorities of the Russian Federation outside the criminal law sphere, structure, tasks and powers of extradition control were separately discussed.
Representatives of the Main Organizational and Analytical Department, the Directorate for Monitoring the Compliance with the Federal Laws, Office of International Legal Cooperation, the Main Judicial and Criminal Directorate and Office of Methodological and Analytical Support for Oversight over Procedural Activities of preliminary investigation and operational investigations were present in this meeting.
The following meeting of representatives of prosecutor's offices of these two countries according to the Program is planned to be held in Tskhinvali, during this meeting experience in the issues of organization and the prosecutorial oversight over compliance with legislation on combating extremist activities, revealing threats of extremist nature using means of prosecutorial oversight will be discussed.
For 2014 the Program includes holding of seminars in Moscow on issues of ensuring oversight over compliance of laws by the bodies that conduct detective and search activity, inquiry or pretrial investigation, as well as methodological and analytical support for this activity and ensure participation of prosecutors in court hearings of criminal cases. Also a round table on issues of ensuring participation of prosecutors in court hearings of civil cases and consultations on issues of extradition and provision of legal assistance in criminal cases was held in Moscow.
In Tskhinvali there will be a meeting for exchange of experience on the issues of organization and oversight over compliance with laws on protection of state and public interests, observance of rights and freedoms of a person and citizen, compliance with economic legislation, including budget law, as well as legislation on elections. Also there was a round table on issues of organization and prosecutorial oversight over compliance with law in enforcing sentences and seminar on issues of organization and oversight over compliance with law on combating corruption, prevention of corruption offenses, including those in prosecution services.
