Today, January 16, 2014, the Court of Appeal of Aix-en-Provence (France) in its decision recommended satisfying the request of Deputy Prosecutor General of the Russian Federation Alexander Zvyagintsev on extradition to Russia for criminal prosecution of first Deputy Chairman of the Moscow regional government - Minister of Finance of the region Alexei Kuznetsov.
Pretrial investigation agencies accuse Kuznetsov of committing a range of serious crimes - swindling with misuse of official status, by an organized group and on a very large scale (10 crimes), legalization (laundering) of property, acquired as the result of crimes, committed by him, on a large scale with misuse of official status by an organized group (9 crimes), peculation with misuse of official status, by an organized group and on a very large scale (3 crimes).
According to the investigation, Kuznetsov and his accomplices caused damage to the Moscow regional government, housing and utility companies of the region, as well as Mosobltrustinvest Company, amounting to 10 billion rubles.
From the moment of sending request on Kuznetsov's extradition on July 22, 2013, this issue has been repeatedly discussed during working meetings of representatives of the Prosecutor General's Office of the Russian Federation with colleagues from the Ministry of Justice and law enforcement agencies of France.
Representative of the Prosecutor General's Office of the Russian Federation participated at the court hearing on extradition of Kuznetsov, held on December 19, 2013. She addressed the court, adduced forceful arguments supporting the request for extradition, answered questions of the court and those of the parties.
French lawyers of Kuznetsov asked the court and prosecutor's office of France to refuse to extradite him to Russia, stating, among others, that criminal prosecution was of political nature, and his life and health would be in danger due to widespread violations of human rights in our country.
But the court and the French prosecutor's office supported position of the Prosecutor General's Office of the Russian Federation.
Final decision on the issue of Kuznetsov's extradition in accordance with the legislation of France will be taken by the bodies of the executive power of this state. Previously, on the 9th of January, similar decision was taken in relation to citizen of the Republic of Kazakhstan Mukhtar Ablyazov.
Pretrial investigation agencies accuse Ablyazov of committing a range of property-related crimes and economic crimes within the territory of Russia, which caused damage amounting to 5 billion US dollars.

He addressed the court, adduced forceful arguments supporting the request for extradition, answered questions of the court and those of the parties.
At the same time the Court of Appeal of Aix-en-Provence examined the request on extradition of Ablyazov, sent by the Prosecutor General's Office of Ukraine, interests of which were represented by French lawyers. This request also was satisfied by the court, but the priority was given to the request of the Prosecutor General's Office of the Russian Federation.
