On extradition of the Russian Federation citizen Nikolay Kulikov accused of attempted illegal sale of narcotic drugs from France to Russia

Today, on December 19, 2014, at the request of the Prosecutor General's Office of the Russian Federation, the competent authorities of France extradite to Russia the Russian Federation citizen Nikolay Kulikov. The investigative agencies accuse him of committing crimes under Article 30 Part 3, Article 228-1 Part 2 paragraph "a" (attempted illegal sale of narcotic drugs committed by a group of persons by previous concert), Article 30 Part 3, Article 228-1 Part 1 (attempted illegal sale of narcotic drugs), Article 30 Part 1, Article 228-1 Part 2 paragraph "b" (preparation for the illegal sale of narcotic drugs on a large scale) of the Criminal Code of the Russian Federation. The criminal case against Kulikov is pending in the Industrial District Court of Smolensk. The investigation found that in November 2009 Kulikov with an accomplice on a street in   Smolensk illegally sold the powdery substance with a total weight of 0.771 grams containing narcotic drug amphetamine with a total weight of 0.129 grams. In February 2010, Kulikov again sold the powdery substance with weight of 1.382 grams containing narcotic drug amphetamine with weight of 0.176 grams. In addition, Kulikov illegally purchases the substance with intent to sell with a total weight of not less than 6.057 grams containing narcotic drug amphetamine with weight not less than 0.779 grams, which he prepacked in plastic bags and kept by himself until the detection and removal of it by officers of the Federal Drug Control Service of the Russian Federation for Smolensk region. Since Kulikov did not appar at trial, the Industrial District Court of Smolensk in May 2010 put him on a federal wanted list and in March 2012 ruling on putting him on the international wanted list was given. Due to the fact that in May 2013 Kulikov was arrested in France, the Prosecutor General's Office of the Russian Federation in June 2013 sent to the Ministry of Justice of France the request for his extradition. In December 2014, the competent authorities of the French Republic made the final decision to extradiate Kulikov to Russia.  Accompanied by a special escort he will be transferred from  Paris to Moscow.
